Mr. Gadkari was demonstrated an in-depth understanding of the water filtration process invented by Prof. Petrik using the High Reactivity Carbon Mixture (HRCM). These demonstrations comprised of the filtration of tap water, industrial wastewater, crude oil mixed with soil and even coca cola through HRCM filters. After these demonstrations Mr. Gadkari expressed his appreciation and supremacy of the HRCM based water filters, he feels that it is a great advantage to India as a billion people can benefit from it. Mr. Gadkari highly appreciated Prof. Petrik's customized invention of "HRCM Bucket (Balti) Filter" for India
Prof. Petrik asked President of the "Bharatiya Janata Party" Nitin Gadkari personally to produce Graphene (HRCM) by his hand. Prof. Petrik shown demonstration of HRCM (Graphene), the reaction is initiated by Mr. Nitin Gadkari by drop of unique liquid Cl2O7 (Invented by Prof. Petrik) NaCl --> Cl2O7 is produced by a special reaction on NaCl in platinum electrolyzers. It was claimed that this method of Graphene (HRCM) production is only known to Prof. Petrik. Following the demonstrations, Mr. Gadkari was also presented with reports of tests conducted on HRCM Water Filters by various International Laboratories including the world-renowned "Sierra Analytical Lab USA" and the "Water Quality Laboratory of Aurangabad in Maharashtra India"
Mr. Gadkari highly appreciated Prof.Petriks customized invention of "HRCM Bucket (Balti) Filter" for India, which was created on special request by Mr. Neel. People can simply take the raw water from direct water resources and fill the HRCM Bucket Filter (Balti) to get the clean water on the spot. The work of HRCM as a filter allows the purification of water from microorganisms -bacterium and viruses.
Prof. Petrik gives in-depth understanding and demonstration for special drum filter made for Rural India for pure drinking water, even if the water kept for 4 months in drum the HRCM sorbent can purify it to potable drinking water.
Mr. Gadkari was accompanied by Abid Ruhi (Project Head of Maharashtra Airport Development Company) and P. J. Rangari (Chief Engineer of Maharashtra Industrial Development Corporation), who also visited manufacturing unit to acquire a comprehensive understanding of the entire process
Mr. Gadkari visited the Golden Formula headquarter at St. Petersburg in Russia in September 2010. The agenda of the invitation was to get introduced to the breakthrough inventions of Prof. V. I. Petrik specially his invention of HRCM: "Phenomenon of generation of nanostructured carbon complexes for purification of water" WFR is a social and commercial establishment, set up in collaboration with Golden Formula (Russia) to introduce pure water program in India. Its main objective is to purify water through HRCM (A unique nano-carbon sorbent of the 21st Century) technology and to set-up water filters for the welfare of the humanity at large.

Mr. Nitin Gadkari started interview with the statement concerning pure water problem in India
In India we have lot of problems as far as drinking water is concerned. Maximum places water is available is polluted. In the rural areas even, the population getting water is not up-to the level we need. And this very revolutionary experiment. Since in India lot of people have diseases because of polluted water. So this experiment is good, economically viable and can help the poor people of India in getting good drinking water, which will change their life also. At the same time there are lot of environmental problems because lot of rivers are polluted. If we can use this type of filters, we can control the pollution of rivers also. If we can provide these filters to some industries whose water is highly polluted, they can use their water again by way of recycling which can prove to be economically viable. I am very much impressed by Prof. Petrik and and his research and I feel that it is useful for the world. But particularly what my feeling is, in India, where there are lot of poor people, it will be really useful as they will get pure drinking water which will transform their lives.
Question - Some water treatment methods are already applied in India, like they are using reverse osmosis method and they are purifying water. What is the quality of drinking water and what is the amount of water treated by this system? Can't you imagine what amount of water can be switched to Viktor Petrik's method ?
Mr. Nitin Gadkari - This is the better technology compared with the other technologies. The best thing is that this type of system is useful for the poor labours living in rural areas who can purchase this type of small vessel and can purify water. There are lot of uses of this technology in India. And I feel primarily it is the best among all the technologies. It is economically viable and particularly useful for the rural area. And at the same time it is useful to change particularly the problem in our river which is going to spoil climate and many things. Particularly environment is concern it can be very useful for us.
Question - How can you see the stages of future collaboration? What you suppose that it is useful for the governmental programme or rather suppose private business involve and government will only support for this?
Mr. Nitin Gadkari - In India by two ways also we can execute the programme . Somewhere in government where lot of drinking water projects run by government and as already technology is proven government can accept this technology for purifying water. And at the same time when we want to give it to small families for domestic purpose we have to commercialise it by private people. Where by it can go to poor people.
Question - Haven't you worked out any idea who exactly in India probably some of your freind or acquaintances could be involved in the filtering business ? And how much investment are you supposing?
Mr. Nitin Gadkari - In India there is two types of government, one is central government and and other is state government. I am the chairman of the party having eight ruling state governments in India At the same time I am working as NGO, I am working in rural areas. So the only purpose is not a commercial purpose. So in the interest of the country, in the interest of the poor people and it is the primary duty of the any welfare state it is the duty of the ruler to give pure drinking water to poor people.So by both way it can be implemented. Now in India presently no private people are doing this type of experiment and it is only government sector who are purifying water and distribute to the people by the pipeline system. By this way and by both ways can provide the pure water to poor people in rural India. By both ways it is a good time to launch this technology in India. I feel people will give good response. And at the same time government will also give good response because one of the chief engineer from our state government made experiments and find good results, and that is also a remarkable thing and by which the Indian people will appreciate it.
Question - So just give the idea about federal and state government
Mr. Nitin Gadkari - India has got two types of government system one is central government and other is state government. I am the president of the party where we have got nine states ruled by our party, so I will introduce to my ministers and to my people this technology.
Question - Are planning right now any action aimed to increase the production of these filters?
Mr. Nitin Gadkari - It is the my first visit to Russia and today I have seen with my own eyes the technology. I am inspired and motivated positively. I will discuss it at length with Prof. Petrik and his colleague (Mr.Nilesh Neel) Indian counterpart is here and we will finalize that how it will be done.I am interested and I will discuss what type of conditions they have. First of all I appreciate the technology, and now second part will start, we will discuss the things. I feel that I am positive about it and I will come to conclusion and good chance for us.
Question - So we hope that our collaboration will just go forward and we appreciate if you share with us any of your further plans concerning this technology and it's implementation in India
